- Those with early problem substance use who encounter the justice system but are not detained and therefore may not be introduced to treatment options
- Those with a serious mental illness along with addiction.
County teams map all services and funding, identify gaps, and study the most effective models from around the nation that simultaneously address substance use disorders and public safety. Teams will craft local system enhancements that build on current collaborative efforts and improve outcomes for these challenging populations.
Teams meet from January 2021 to August 2022. The Learning Collaborative includes six quarterly training sessions, monthly coaching calls, technical assistance, webinars, and more.
